Does this mod make it so NPCs will have more traits also if they have more slots?

I'm not sure if it's the mod or CAS but I've noticed that my NPCs often have more traits and it's nice. Do you know if that's a mod or MCCC or game thing? :)

I love this idea so much I definitely want to try it out soon :D.
