This mod has been a real help, but there's a wee bit issue.
So, I recently got the empty streets mod and added it to my overrides folder, but now, rather than the 16 NPC's being used as vendors and lot staff, random townies are picked instead. For example, at my restaurant, the staff generated to fill the roles are from housed families, like the Goths, and not the 16 NPCs.
However, when I take out the empty streets mod, things go back to normal and the 16 are being picked to fill the roles.
