For them to make Memory Boost a fixed feature, they would also have to make DX 11 a fixed feature and remove options for DX 9 as Memory Boost cannot run on DX 9. (Thank god!!!) That will make the game unplayable for many. Not everyone complains/reports Save File corruption. If they play small, nuclear families, living in shotgun bungalow starter homes town after town after town, with base game and only two or three EPs, they've probably never suffered Save File Corruptions and have absolutely no need to push their hardware to the limit (over the limit) with Memory Boost. Eaxis already made the 32bit Legacy edition of TS4 way back at the time of University EP. To make Memory Boost a fixed feature, they would have to make a second Legacy edition for those who simply cannot (or refuse to) run it.
DX 9 is still more stable than DX 11 for TS4, and Eaxis know this. What's a good analogy, in computer years, like dog years, TS4 is a pensioner of a game. It may seem all well and good to give the pensioner a new, turbo charged mobility scooter for modern computing, but don't make much sense when the turbo charged scooter rockets to the shopping mall ahead of time, but the poor old pensioner fell off miles back! If DX 9 stays, - as it has to for all us pensioners - then turbo charged scooter Memory Boost has no option but to remain optional. And thus we all make it to the Mall in our own time for a good day's shopping - And Eaxis do love keeping us shopping - and no burnt out, overclocked mobility scooter to show for it.
