Probably a little bit of both. Not many modder's there reguarly update their mods. I was one of the rare few who did.

My sim tried to burn down her house cooking, Firefighter came and put it out, she gave him a thank you woohoo.and now she's pregnant. To move him in or not (This is her 6th baby daddy so attachment to him is not going to happen).
